SUMMARY OF THE APPROVED PROCEEDINGS OF THE

CARLTON COUNTY BOARD OF COMMISSIONERS MEETING

HELD ON SEPTEMBER 14, 2009


The proceedings, in their entirety, are on file and open for public inspection during regular working hours in the Auditor's Office and are also posted on the Carlton County website at:  co.carlton.mn.us
Present:  Bodie, Brenner, Pihlman and Proulx.  Absent:  Aanerud.
Bodie by Proulx all yea except Aanerud, who was absent, to approve the Agenda as amended.
Pihlman by Proulx all yea, except Aanerud who was absent, to approve the Minutes of the August 24, 2009, Adjourned Board Meeting.
Owners of the Old Washington School Apartments (Thomson Township), were present to discuss a previous County Board action at which the Board denied an economic development loan for their apartment building project. 
Bodie by Pihlman all yea, except Aanerud who was absent, to enter into a Cooperative Agreement with Pine County to implement a Fraud Prevention Investigation Program.
Pihlman by Bodie all yea except Aanerud who was absent, all yea to approve the destruction of 186 closed Income Maintenance files
Pihlman by Bodie all yea, except Aanerud, who was absent, to approve two 2009 Carlton County Public Health and Human Services Service Provider Contracts.  
Pihlman by Bodie all yea, except Aanerud who was absent, to approve the Minnesota Family Investment Program and Children and Community Services Act Plan.  
Pihlman by Proulx all yea, except Aanerud who was absent, to approve various Foster Care and Child Care Licensing Activity.
Bodie by Proulx all yea, except Aanerud who was absent, to set a Public Hearing to consider comments on the Carlton County Local Water management Plan.
Proulx by Bodie all yea, except Aanerud who was absent, to approve Conditional Use Permit No. 409014.
Pihlman by Bodie all yea, except Aanerud who was absent, to proceed for the possible sale/exchange of certain parcels of Tax Forfeited property in Sawyer and Perch Lake Townships.
Pihlman by Bodie all yea, except Aanerud who was absent to approve the Land Commissioner to proceed with plans for the sale of spruce tops to Dan Reed.
Pihlman by Proulx all yea, except Aanerud who was absent, to request proposals for the design of a new bridge to replace Bridge No. 4279 (Clear Creek Township).
Bodie by Pihlman all yea, except Aanerud who was absent, to seek an equal allocation of the remaining unallocated PSIC Grant Funds.
Pihlman by Bodie all yea, except Aanerud who was absent, to approve one Application for Homestead Classification, one Application for Reduction in Valuation and one Application for General Abatement.
Pihlman by Bodie all yea, except Aanerud who was absent, to approve the proposed budgets for 2010.
Pihlman by Bodie all yea, except Aanerud who was absent, to set the 2009 (for taxes payable in 2009) Carlton County Truth-in-Taxation Hearings.
Proulx by Bodie all yea, except Aanerud who was absent, to levy on the taxable property of Carlton County the sum of $19,722,906.  
Bodie by Pihlman all yea, except Aanerud who was absent, approve two grants out of Occupational Tax Monies allocated to Carlton County through the Financial Assistance Program for 2009.
Pihlman by Bodie all yea, except Aanerud who was absent, to approve one grant out of Occupational Tax Monies allocated to Carlton County through the Financial Assistance Program for 2009:
Bodie by Pihlma all yea, except Aanerud who was absent, to approve the budget for Unorganized Townships for the year 2010.
Bodie by Pihlman all yea, except Aanerud who was absent to approve levy for the year 2010 the amounts on taxable property in the unorganized townships

Barnum Kinder-Camp

Barnum school is offering a three day mini-camp for children entering kindergarten this fall. August 3rd - 5th from 9 to 11 a.m. at the elementary school.  Instructors will be Kindergarten teachers.  Pre-registration is necessary.
