SUMMARY OF THE APPROVED PROCEEDINGS OF THE CARLTON COUNTY BOARD OF COMMISSIONERS MEETING HELD ON OCTOBER 13, 2009

The proceedings, in their entirety, are on file and open for public inspection during regular working hours in the Auditor's Office and are also posted on the Carlton County website at:  co.carlton.mn.us
Members present:  Aanerud, Bodie, Brenner, Pihlman and Proulx.  Absent: None
Pihlman by Aanerud to approve the Agenda as amended.
Aanerud by Bodie to approve the Minutes of the September 28, 2009, Adjourned Board Meeting.
Three Employee Service Awards were presented.  
Proulx by Bodie to enter into an agreement with Anytrax.
Pihlman by Proulx to accept and approve said proposed fee schedule as recommended by staff.
Pihlman by Bodie to approve acceptance of the State Health Improvement Program (SHIP) Grant.
Aanerud by Pihlman to increase the burial rate for child burials and approve the payment of a Medical Examiner fee.  
Pihlman by Bodie to approve various Foster Care and Child Care Licensing activity.
Aanerud by Bodie to approve Conditional Use Permit No. 409015.
At 8:45 a.m., a Public Hearing was conducted to gather input on the Proposed 2009 – 2019 Carlton County Comprehensive Local Water Management Plan.
Pihlman by Aanerud to approve submission of the 2009 – 2019 Carlton County Comprehensive Local Water Management Plan.
Pihlman by Bodie to acquire the remaining one half interest from Kuklis and have the parcel owned by the State of Minnesota in Trust for Carlton County.
Aanerud by Pihlman to proceed with plans for the sale of Lots One and Two, Block One, of the Townsite of Holyoke to Holyoke Township.
Bodie by Proulx to proceed with plans for the sale of Lot One Hundred Forty-eight (148) of County Auditor’s Subdivision Number Twenty-eight (28) in Thomson Township to Thomson Township.
Proulx by Aanerud to proceed with plans for the development of an Agreement document to be used by and between Carlton County and other agencies.  
Proulx by Bodie that all over and under payments in the amount of ten dollars ($10.00) or less will be written off at the discretion of the County Auditor/Treasurer.
Proulx by Bodie that all overpayments in the amount of ten dollars ($10.00) or less will not be refunded to the payer, except at the discretion of the County Auditor/Treasurer.
Pihlman by Bodie to approve an economic development loan for Ande – Licious Foods.
Bodie by Pihlman to approve an economic development loan for Kpayne Sportswear.
Aanerud by Bodie  to approve an economic development grant to Wrenshall Fall Fest.
Aanerud by Proulx to approve out of state travel for an Extension Office Educator.
Aanerud by Pihlman to approve the Economic Development Director to submit a Minnesota Department of Employment and Economic Development Business/Infrastructure Grant.  
Pihlman by Bodie  to adopt the ‘Carlton County Business Subsidy Policy’.
Pihlman by Bodie that this meeting be adjourned.

Barnum Kinder-Camp

Barnum school is offering a three day mini-camp for children entering kindergarten this fall. August 3rd - 5th from 9 to 11 a.m. at the elementary school.  Instructors will be Kindergarten teachers.  Pre-registration is necessary.
