Pihlman by Aanerud (all yea) to enter into a Fix Based Operator Agreement with Bill Stone (Cloquet). Representatives from Federal Engineering and the State of Minnesota were present to provide information on the assessment of the Carlton County radio systems. Aanerud by Proulx (all yea) to approve the August and September, 2009, Human Services Financial Statements. Bodie by Proulx (all yea) to extend the current Memorandum of Understanding by and between Arrowhead Health Alliance and Carlton County. Proulx by Aanerud to approve application for renewal of the Carlton County Public Health and Human Services Certification for Adult Rehabilitative Mental Health Services. Proulx by Bodie (all yea) to accept a Parent Support Outreach Program Grant. Aanerud by Bodie and carried with Aanerud, Pihlman, and Proulx voting yes, and Bodie and Brenner voting nay to adopt County Ordinance Number 30, relating to SSTS. Aanerud by Bodie to approve the SSTS Dispute Resolution Policy. Aanerud by Pihlman to approve the various amendments in the language to County Ordinance Number 28. Below is a summary of Ordinance No. 28-C, Amendment to the Carlton County Subdivision Ordinance: Section I Section 4, Subdivision C, b, 7 of Ordinance #28 is amended in its entirety to read as follows: 7. Locations and provisions for individual water supply and sewage disposal for each lot that meets the requirements of Ordinance No. 30, Subsurface Sewage Treatment System Ordinance. Section II Section 5, Subdivision C, 2, i of Ordinance No. 28 is amended to read in its entirety to read as follows: Soils maps showing soil types, rock outcrops, and other information from the Natural Resource Conservation Service. Soil test results demonstrating the adequacy of the property for the intended development in terms of ground water level, load bearing capacity and ability to meet Ordinance No. 30, Subsurface Sewage Treatment Systems. Section III Section 5, Subdivision C, 3, j of Ordinance #28 shall be amended in its entirety to read as follows: Location and provisions for individual water supply and sewage disposal including the location of two suitable sites for ISTS for each lot that meets the requirements of Ordinance No. 30, Subsurface Sewage Treatment Systems. Pihlman by Bodie to support the submission of a grant application to the Park and Trail Legacy Grant Program. Pihlman by Proulx (all yea) to accept grant Agreement No. 94843 Cloquet/Carlton County Airport. Pihlman by Proulx (all yea) to accept grant Agreement No. 94897 Moose Lake/Carlton County Airport. Aanerud by Bodie (all yea) to approve the expenditure listing for September, 2009. Pihlman by Proulx (all yea) to send a letter to Mercy Hospital in their efforts to obtain a Rural Hospital Flexibility Grant. Bodie by Proulx (all yea) to approve the Economic Development Director to submit a Minnesota Clean Energy Resource Team Grant. Aanerud by Bodie (all yea) that this meeting be adjourned. 14/52/chg
