CARLTON COUNTY BOARD OF
COMMISSIONERS MEETING
HELD ON NOVEMBER 23, 2009
The proceedings, in their entirety, are on file and open for public inspection during regular working hours in the Auditor's Office and are also posted on the Carlton County website at: co.carlton.mn.us

Present:  Aanerud, Bodie, Pihlman and Proulx.  Absent: Brenner

Pihlman by Proulx to approve the Agenda as amended.

Aanerud by Proulx to approve the Minutes of the November 10, 2009, Regular Board Meeting.

Four EMS Awards were presented.

Pihlman by Aanerud, all yea, to approve the October, 2009, Carlton County Public Health and Human Services Financial Report as presented.

Pihlman by Proulx, all yea, except Brenner, who was absent, to approve one Carlton County Public Health and Human Services Service Provider Contracts and addendums.

Public Health and Human Services Director provided an update of the Women’s Liberalis Program – located in Carlton.

Aanerud by Proulx, all yea, to enter into Employment and Training Services Contracts with Arrowhead Opportunity Agency and the Northeast Minnesota Office of Jobs and Training.

Pihlman by Proulx, all yea, to approve six Foster Care and Child Care Activity.

Pihlman by Aanerud, all yea, except Bodie, who abstained, and Brenner, who was absent, to conduct a study to develop a Plan to provide for the full integration of the participating counties law enforcement, fire, and other public safety agencies into a single consolidated public safety communication center.

Pihlman by Aanerud, all yea, except Brenner, who was absent, to allow for owners with total taxes from multiple parcels exceeding $250 to continue to make the two installment payments.

Pihlman by Aanerud, all yea, except Proulx, who abstained, and Brenner, who was absent, to approve an economic development grant to Cloquet Education Foundation.

Pihlman by Aanerud, all yea, to approve the appropriation of up to $1,000 (from the Economic Development Fund) to provide for the public presentation of the Trade Area Reports.

Pihlman by Aanerud to approve the expenditure listing for September, 2009.

Aanerud by Pihlman, all yea, to change various December meetings.

Pihlman by Aanerud, all yea, except Brenner, who was absent, to approve the transfer of funds from the Revenue Fund to the Capital Outlay Fund and to the Transportation Fund.  

Aanerud by Proulx that this meeting be adjourned.

Barnum Kinder-Camp

Barnum school is offering a three day mini-camp for children entering kindergarten this fall. August 3rd - 5th from 9 to 11 a.m. at the elementary school.  Instructors will be Kindergarten teachers.  Pre-registration is necessary.
